Legit question as to why Cochrane has not opted up to tier 2?
They have dominated tier 3 since 2002 - 11 Provincial wins - 2 Runner up's.
A number of team's have challenged themselves by going up despite their school population: Bev Facey , LCI , Raymond, Holy Trinity(Fort Mac) etc.

You would think that they would want the challenge? Or maybe they are more interested in setting all the records? In any given year they could be ranked provincially in tier 2 and possibly knock off a few tier 1 teams as well.

few people like to leave their comfort zone, if you win that much they should be forced to move up but HS football in alberta is run by teachers who could really care less, some people out there are mightily scared of losing a few football games and will do anything to prevent that, EASIER JUST TO KNOW THEY ARE GOING TO ROLL OVER ALMOST EVERYONE

while some want to compete with the highest levels, others find glory at lower levels suits them better
always easier to talk a team could play another level than doing it every season

teams like this never put "Division 3" on whatever they get, rings or team jackets (which most players these days don't seem to like)
bragging rights for the girls & boys in the smaller town without the risk of losing in a higher division
funny thing is that the coaches don't think others see right through them
